The laser beam scattering on the earth surface with random-kind unevenness is considered. An analytical expression of the mean power, registered by a receiver, is found for a case of the turbulent atmosphere with normal distribution of heights and slopes of the earth surface. The received power is shown to strongly depend on the width of a local scattering indicatrix, with this dependence type being mainly determined by angles of illumination and reception. The obtained analytical formulae are in a good agreement with numerical results.
